SOBIS PAMMASE (Social Enterprise Program)

Background

The most significant indication of success for the early childhood development program is the school’s ability to fund its own activities in the region. PTTEP Indonesia no longer have operation in the West Sulawesi area, thus it is important to support the sustainability of SIOLA program as exit strategy with the current concept of entrepreneurship that is popular in Indonesian society.

Principally, social entrepreneurship is the idea to solve social problems with advanced business approaches.

 

About the Program

Realizing the importance of sustainability for the on going early childhood development program in West Sulawesi, PTTEP Indonesia initiated a social business entity named Sobis Pammase. Once again a pioneer for such initiative in West Sulawesi, the program will manage all priority commodities in Mamuju and Polewali Mandar as well as market the products in order to gain profit and provide benefit for the community and society in general.

 

Feasibility Study

To ensure that the concept of social enterprise can be implemented in West Sulawesi, specifically where the SIOLA schools are established, a feasibility study was conducted in late 2017. The study was conducted in order to map out the economic potential of communities that are involved in the areas of agriculture, plantations, and fisheries.

 

Result: Based on the study results, there were several commodities worth investing in. However, after careful consideration and discussion with PTTEP management, the company decided to support the empowerment of shrimp vaname and trigona bees in Polewali Mandar area, as well as poultry program of chicken and ducks at 3 (three) locations in Mamuju area, as the foundation of business start up for social enterprise program.

 

Business Partnership Selection

After the completion of feasibility study and short listed the most suitable business units to support, the next step was to establish the appropriate organization to manage and run the program.

Considering various pros and cons on the type of organization, it was decided that an association is the most appropriate, as it is not purely business-oriented and the articles of association (regulations that govern the association) are created according to its goals, vision, and mission, based on the organization’s needs.

 

Association of Sobis Pammase

Association of Sobis Pammase (Perkumpulan Sobis Pammase) was legally established on 6 June 2018 in Mamuju, West Sulawesi – Indonesia, as an association that focuses on social business as a means to drive the early childhood development program (SIOLA Program) in West Sulawesi towards sustainability.

In September 2018, PTTEP Indonesia and Sobis Pammase officially signed an MoU regarding collaboration for selected commodities. As of today, the agreement between PTTEP and Sobis Pammase has been extended until 2023 to be a 5-year commitment.

 

Vision:

The vision of the association is the realization of SOBIS PAMMASE as a professional, independent social business entity that is able to make a positive contribution to community empowerment.

 

Mission:

1.     To run the governance of this association in a professional manner in order to support the achievement of the group’s vision.

2.     Develop a model of social business cooperation that comprises of production and marketing partnerships with the expectation to have economic and social impacts.

3.     To improve the skills of social business executors in carrying out business management.

4.     Encourage the strengthening and sustainability of community development programs from the results of social business activities.

 

Scope of Association:

1.     Developing a social business association model to encourage community development programs.

2.     Initiate social business either to be implemented alone or through a cooperation with members.

3.     Develop and encourage local resource-based business activities and market development.

4.     Increase human resources capacity of social business managers.

 

Organization Structure

 

 

Roles

PTTEP Indonesia as the investor, also include monitoring, and evaluating the performance of all related stakeholders that take part in this program (eg. SOBIS PAMMASE, business communities, SIOLA communities).

 

SOBIS PAMMASE as the executing party, also include monitoring, mentoring and guidance of business communities in order to run the business units according to plan and ensure the program yield high satisfactory result. Another responsibility is to ensure that a portion of the revenue will return to community development programs, with SIOLA as a priority.

 

Business Units conduct business by establishing facilities according to their condition and capabilities and executing business programs to be successful and penalty shall be imposed should any of the parties bridge a commitment stated in the agreement.

 

Business Units of Sobis Pammase

 

1.     Shrimp Farm

Campalagian, Polewali Mandar Regency

 

Vaname shrimp is widely cultivated as an economic commodity by local community in Campalagian sub-district in Polewali Mandar regency. Fresh shrimp products are saught to supply export demands of 200 tons/season, as well as domestic market needs. Shrimp farming businesses is one of the potential leading commodities with a feasible business calculation.

 

2.      Chicken Farm

Tapalang, Mamuju Regency

Kalukku, Mamuju Regency

 

The type of chicken to be developed here is Kampung Balitnak Chicken, which is known for their fast cultivation process compared to local chickens. Kampung chicken has become a superior product alternative with a high level of demand for meat and eggs. Tapalang and Mamuju districts have extensive resources such as feed, marketing channels and farmers that are sufficient to initiate the integration of breeding and chicken fattening. The main products are DoC (Day of Chicken), eggs, and meat.

 

3.       Duck Farm

Sampaga, Mamuju Regency

 

Ducks have become a superior product alternative with a high level of demand for duck meat and eggs. Sampaga village has sufficient resources such as feed, marketing channels and farmers, to initiate breeding and duck fattening. The main products are DoD (Day of Duck), eggs and meat. Potential market demand for eggs and ducks per month is quite high.

 

4.     Trigona Bee Cultivation

Lemo, Polewali Mandar Regency

 

The trigona honey bees have advantages regarding their ease of cultivation; the bees are productive, non-stinging, and easy to maintain. Trigona bees produce honey 7 liters per year but also produces propolis raw materials. Propolis extracts are useful as a medicine and supplement. Bees are also environmentally friendly. Polewali Mandar area is an ideal location as it has sufficient resources of plants and flowers. Honey bee is one of the promising prospects that could be developed for the economy of surrounding communities.
